摘 要： 我国城市化建设中的老问题是“千城一面、万楼一貌”，风貌管控不仅是城市建设的问题，更是文化自信的问题。需要结合区域文化、历史传承、时代要求，打造城市特色风貌。基于此，分析城市风貌管控体系的概念与原则，明确建立城市风貌管控体系的关键要素，探究城市风貌管控体系的建立，进而通过保护和塑造城市风貌提升城市品质和居住质量，实现城市可持续发展目标。

On the Establishment of a Management and Control System for Urban Landscape

Style control is not only a problem in urban construction， but also a question of cultural confidence. It is necessary to combine regional culture， historical inheritance， and the requirements of the times to create a characteristic urban landscape. Based on this， this article analyzes the concept and principles of urban landscape management and control system， clarifies the key elements for establishing a system for controlling urban landscape， and explores the establishment of a management and control system for urban landscape， so as to improve the quality of the city and the quality of living through the protection and shaping of the urban landscape， and to realize the goal of sustainable urban development.

随着城市化的快速发展，有效的城市风貌景观管控体系在促进城市可持续发展和文化遗产保护中越来越重要[1]。本文通过建立有效传导三个层次的管控要求、细化四个方面的管控内容、完善风貌管控的管理程序、完善全生命周期的体检机制，以期为城市风貌管控体系的建立和实施提供有效的借鉴。

1 城市风貌管控体系的概念与原则

1.1 城市风貌的定义和范围

城市风貌是指城市在建筑、街道布局、绿化、文化遗产等方面所呈现出的整体形象和特征。城市风貌是一座城市的外观和氛围，通过人们的视觉感知被广泛认可和记忆。城市风貌不仅包括具体的建筑物和景观，也包括其背后所体现的历史、文化、社会和经济因素。城市风貌的范围涵盖体现在以下几个方面。

（1）建筑物是城市风貌的重要组成部分。不同历史时期和地域的城市建筑风格各有特色，如欧洲的哥特式教堂、我国的传统园林等。建筑物的外观、高度、材料、色彩等都会影响城市的视觉效果和风貌。（2）街道布局也是城市风貌的重要方面之一。
