摘 要： 如何确保轨道交通行车安全，保障人们出行安全成为了轨道交通运营管理人员所要时刻面临的关键问题，轨道交通行车安全管理是实现地铁安全运营的重要保障。通过介绍行车安全管理在轨道交通运营管理中的重要性，以及介绍行车安全管理的系统组成，分析目前行车安全管理存在的问题，最后通过行车安全风险辨识分析、行车安全管理举措、行车安全环境优化以及科技创新促安全四个方面的管理思路，提出行车安全管理的手段及对策。

Discussion of Rail Transit Traffic Safety Management Ideas and Countermeasures

Abstract： How to ensure the safety of rail transit operation and ensure people’s travel safety has become a key issue that rail transit operation and management personnel must always face. Rail transit traffic safety management is an important guarantee for achieving safe operation of the subway. By introduces the importance of train operation safety management in rail transit operation management， as well as the system composition of train operation safety management， this paper analyzes the current problems in train operation safety management， and finally proposes the means and countermeasures of train operation safety management through four management ideas： traffic safety risk identification analysis， traffic safety management measures， traffic safety environment optimization， and technological innovation to promote safety.

1 研究背景与意义

城市轨道交通凭借其准点、快捷、舒适的优势备受市民的青睐，客流快速增长，但和其他交通工具相比，城市轨道交通受空间限制，不易应急疏散，一旦出现行车事故，会给人民生命财产安全和社会稳定造成的无法估量的损失[1]。
